Discussion and Possible Action Regarding Modification to the Redondo Beach Municipal Code Pertaining to Hedge-Related Ordinances

This issue affects every property owner in Redondo Beach, not just the residents who have received complaints.

Why This Matters

The proposed changes include modifications to how hedge complaints are handled, who can file complaints, and how code enforcement may be applied going forward.

My position is simple:

βœ… Trees, hedges, and landscaping are assets, not problems.

βœ… Mature landscaping increases property values, improves privacy, reduces heat, improves air quality, reduces noise, and enhances neighborhood character.

βœ… Redondo Beach should be focused on increasing tree canopy and preserving mature landscaping, not creating additional restrictions that discourage it.

βœ… The ordinance has existed for decades, yet there has been no demonstrated history of widespread traffic, crime, fire, or emergency access problems caused by residential hedges.

βœ… Not all properties are the same. Not all hedges create safety concerns. Not all streets have the same visibility issues.

βœ… Many homeowners rely on front-yard landscaping because it is their primary outdoor living space.

βœ… The City has approved larger homes, increased density, and homes built much closer together. Privacy is more important today than it was decades ago.

βœ… There is a big difference between driving down a street lined with mature trees and greenery versus driving down a street lined with walls and concrete.

Trees, Hedges, and Landscaping Are Not the Problem

What residents are experiencing today is:

  • Increased density
  • Larger homes
  • Reduced privacy
  • More traffic
  • More vehicles
  • More neighborhood conflicts

Trees, hedges, and landscaping did not create these issues.

They help solve them.

They provide privacy where privacy has been lost.

They provide cooling where development has increased heat.

They provide beauty where density has increased visual impacts.

They provide environmental benefits where hardscape has expanded.
